Unique Learner Number Requirements For Functional Skills
WJEC are requesting that ALL Functional Skills candidates entered for assessments from September 2010 have Unique Learner Numbers (ULNs).
The growing importance of the FS qualifications across different learning pathways means that the use of the ULN is vital to maintaining records of learners' achievements. Whilst a learner may not be studying for a Diploma currently, it may be a pathway that they follow later in life and therefore the ULN will be required for all component parts of that qualification, i.e. Functional Skills assesments
There are two ways to obtain ULNs:
- Key to Success (for maintained schools with candidates aged 13 and over) www.keytosuccess.dcsf.gov.uk/schools
- Learner registration service (centres must register with MIAP to gain access)

Functional Skills Pilot News (September 2007 - August 2010)
Transition Arrangements for English Functional Skills Components
Transitional arrangements for functional skills English pilot qualification components from September 2010 until August 2011
Learners who have completed all three English components (Speaking, listening and communication; Reading; Writing) in the pilot qualifications have obtained a functional skills English qualification that will remain valid in the future.
Learners who have not completed any components during the pilot will need to take new accredited qualification components from September 2010.
Learners who have completed some, but not all, functional skills English components as part of the pilot will be able to combine these with new accredited components from September 2010 until August 2011 in order to complete their qualification. From September 2011, only newly accredited English components will be accepted to complete a qualification.
If there is any doubt about these messages, centres should contact their awarding organisation. Support for centres in delivering functional skills is available from the Functional Skills Support Programme (FSSP)
